Occulture was written after the Scarlet/Violet book, made by Heath, and references it for additional page entries in the book that are not readable in the game. It's a shame the whole book isn't readable but it's not the first time Gamefreak would make finding additional lore arbitrary. JRPG logic, entire books are only relevant for a page or two.

Correct. But the page based on the new paradoxes is readable in the game, and it's an imaginary sketch. Occulture's entries are based on this with present-day knowledge and pop references.

I don't know because I haven't played the game and won't unless national dex gets patched in. I want to pick time travel because it's less popular and Pokémon fans are stupid but the imagination idea doesn't fit Pokémon being literally a concept from Digimon 02 and Tamers but, since it's Gamefreak them taking the creatively bankrupt option is more likely.
