Sure, if you hit Morty’s gym and you’ve been spreading exp thin enough that you aren’t overleveling him, he can be a little tough for people who don’t use held items or who don’t have dark, psychic, or ground type coverage, but if you’ve got 4 or 5 team members and you’ve played the normal story without spamming repel, Morty isn’t going to outspeed most people’s chosen mons, and as “scary” as Gengar can be, he isn’t bulky enough to give you real problems unless he outspeeds AND hits 60% accuracy every time.
Whitney, OTOH, will be above the level of anyone who doesn’t grind, and if you don’t use status, evasion, or accuracy moves, she will be a tough fight for most people who aren’t specifically choosing mons to tank hers.
She’s the most challenging 3rd gym leader in the entire series, a low bar, but enough to make her memorable, especially compared to her shitmon using gym trainers or Faulkner and Bugsy.
