It's possible to mod anything in, but HGSS's following Pokemon dialogue makes incredibly complex use of tile/map/species/time of day/steps walked and there's a reason there aren't any mods that have implemented it into other games in entirety.
The Following Platinum mod is a decent enough substitute, though.

Platinum and even DP should be easy for obvious reasons
Gen 5 would possibly struggle with the zoom effects i'd imagine

my favorite part of BDSP was when they copypasted all of HGSS's following pokemon dialogue in, but the map/tile data doesn't exist so half of it is unused

the johto starters have special dialogue in bdsp but the sinnoh starters don't

BTW, the Following Platinum creator added some weird changes, such as custom trainer and wild music and the Fairy-type (despite not bothering to add any Fairy-type moves). I made a hack of his hack that removes all this, essentially making it JUST Platinum with following Pokémon. The link is somewhere in the archives, I can find it if you want.

They released their no Fairy-type patch after mine, so I wouldn't consider it "wasted". Also, you can still use my patch to get rid of the custom music.

If I recall correctly, Cyndaquil has a unique interaction on Route 31, Totodile on Route 30, and Chikorita on Route 29.
