Which NPC has the strongest team across the entire series?

Doesn’t matter if it’s a champion, frontier brain, PWT DLC character, or stadium/colosseum leader in one of the battle sims.

That's a good question.
I think we can immediately rule out all Frontier Brains since their difficulty mainly comes from the streaks or the rules of their facility mainly. Maybe Anabel in Emerald since she has the most upfront all-around good team for 3v3s in the context of her generation?
I remember that in Stadium 2 Prime Cup Round 2 the Pokemaniac battle was very hard. The Mythic Trainer for Orre Colosseum in Colosseum Battle Mode wasn't too bad, but I had a lot of continues saved up from Mt. Battle. Mysterial in PBR is about the same tier due to using box legendaries.

BDPSCynthia - 84-88, Very type diverse, item maxing, Garchomp is a problem

HGSS Red - 80-88, Fire Water Grass Core, Hail is an underated obstacle, means more chip on your mons and 100% accurate blizzards on Blastoise/Lapras/Snorlax

ORAS Steven - 77-79, overall team is weaker/less diverse but Mega Metagross is ridiculous

Mustard - 78-80, fighting specialist but still has diverse squad, depending on your choice of form Urushifu can fuck you up in different ways

Evice - 61~, Diverse team with 3~ psuedos, double battle shenanigans like skill swap Slaking, Rock Slide/EQ

-another remake Cynthia
-another remake Red
-the last rematch of gen 10 DLC (basically like Indigo but with real lvl 90+ this time)
-the last rematch of the 30-th anni game (which or may not be the gen 10 game) - this may or may not be another Kanto game and it may or may not be another Red fight

If you were to take every team and put them in the latest gen as they are? Most likely a Gen 9 trainer. Maybe Hop if he uses Zacian.
