Clavell is inexperienced as a director (presumably he was a professor before), having just assumed his position. Meanwhile Cyrano built his school. Granted, Naranja/Uva is a storied school so it's probably a huge feat to become director there, but still, Clavell is less impressive because he was probably buried in books until recently and has to tard wrangle a new staff and a bunch of problem students while Cyrano has a well-oiled machine that mostly functions without him.

What I mean is that Cyrano has time to dedicate to training while Clavell is learning how to Director while simultaneously keeping an eye on unruly staff like Jacq and resolving the Team Star mess his predecessor left him.

Generally speaking Clavell is about the same level as the Paldean Gym Leaders in strength, which means he is a competent trainer, but battling isn't his forté as much as Pokémon research is (he's basically our hidden traditional Pokémon Professor since it's implied that he and Jaqc used to be Professor Sada/Turo's assistants and Clavell was likely promoted when Sada/Turo dedicated their life to Area Zero).
