Ogerpon is also more interesting to use and the fact you can do Teal Mask so early actually means you can catch and use it for a majority of the Gym Challenge without being overleveled, and it has 4 different forms to play around with while doing so and it had a fairly climactic bossfight where it showed off the basics of each.
Meanwhile Pagos is less variable and basically End-Game with a high enough level to not really be fun to transfer over to a new save file for a Solo/Challenge run. I'd also say that the way its base-form ability is worded and that we usually get NO BOSS FORM FOR YOU treatment (and how things went when Kieran Tera'd it) make some people not realize it can Tera into Stellar form from the Terastal form if they just read the ability think it is "just a free Tera" and then box it, espeically since its boss fight was really bad at showing what it could do because, well, in my case Kieran just had it spam Zen Headbutt and the "second phase" was just "Press Tera Button" while it spammed PK Starstorm.
So in my opinion Ogerpon mogs the Anime Turtle pretty badly all around and not just in "Story Presence".
