Brazil notably has a long history of cultural exchange with Japan and there's a significant Japanese immigrant community in Brazil and vice-versa. If you watch anime and know what to look for you can see a lot of little references to this. Mexico and Peru also have pretty large Japanese immigrant communities, as does Hawaii which is probably one of the reasons Alola exists.
Who cares about it being "actively dangerous"? The US also has a pretty high crime rate but that's never been an issue. Gamefreak can simply choose to not depict drug cartels and gang wars?
