If GameFreak decided that next game, all "boss fights" (Gyms, Elite Four, Champions, Rivals, etc) had fixed levels similar to a Battle Tower, would it get a TON of backlash by the community?

What's wrong with that exactly?
It'd be an introduction to the concept to get you used to levels not mattering compared to strategy.
Besides, you can limit it to gyms anyway.

people play pokemon for different reasons.
my younger sister only likes to overlevel her pokemon so she can steamroll every gym leader with her full eevee evo team.
she drops every other paycheck on eevee plushies. you don't want to upset these people when they're just whales for your series.
