The way PLA handled it would make more sense if you weren't locked into singles. I'm thinking of something like Final Fantasy X's battle system where the turn order has a visible timeline. Moves like Quick Attack would have less of a turn delay, and instead of having to charge after a Hyper Beam, it would delay your next turn.

The side who moves first is determined by chance. The higher your speed stat compared to the enemy, the higher chance you have to move first.

Fast Pokémon don't lose their speed prescence, but now slower Pokémon have a small chance to go first.

Speed separate from BST
5 tiers of speed
If in the same tier, RNG who goes first
2 speed held items.
1 guarantees you go first against the same speed tier unless they also have it. Then it's still RNG
The other increases tier by 1 but has recoil damage
