Is there any way to enable the flag for the Pecharunt event and the rest of the legendaries that are locked behind group missions now that Pkhex is out?

It's not a flag. You have to complete the indigo disk first. I had this issue too, then I also completed the Ace torunament + the tutoring event and it unlocked (i don't know which one unlocked it though)

You'd need to hack the item in directly. Right now there's a lot of clickbait YouTubers claiming they got the item 'by accident' or 'someone sent it to them' but that's incorrect, the only way to obtain it is via hacking it in and they're just chasing clicks.

You literally just need the key item, Mythical berry or some shit, there is no trigger
But first you need to complete the Team Star counseling, and for that you need to complete the Indigo Disk and do one class until the final exam
I already completed it, it’s an ok side quest
