Joe has his own datamine source, someone he personally pays to crack the games/DLC at launch (often before). Joe plays the content, and the miner provides him the renders/stat ranges/blocked off content info, etc., the information you couldn't obtain without thousands of hours of normal gameplay.
With stuff like Meloetta in ID and Keldeo in CT, Joe browses twitter, reddit, /vp/, you name it, until someone posts the method. He has a page ready to go, way before anyone says a thing, thanks to his source but holds back because he understands the concept of plausible deniability and TPC can't cut him off if they can't prove he's doing it. Same with the Pecharunt stuff, he just timestamped the date/time he saved the dex page to his site, he's also already got the quest page drafted, did you know he keeps them all in word docs?
He does put the work into wasting his life playing Pokémon, but I'm tired of pretending he's so clean-cut after the DMCA in 2010. He did get closer to TPCi after that, but he's still doing the same shit he's been doing since the start, he's just learned how to cover his tracks. He gets shat on for his shillery, but he's not authentic, he puts it on to get paid and thinks nothing of it. He's good at that, playing pretend to get ahead. Hell, if he'd lost the weight as a child, the confidence would have enabled him to work towards a traditional profession, but he craved instant gratification too much for too long.
