Nearly every dragon user ties back to Lance in some way, we don't know how/if Hassel's family of dragon users is related to him though

It's pretty obvious at some point in the past that clans of Dragon worshipers and wielders were pretty widespread, appearing all over the Pokemon world. This could even tie all the way back to the Diamond and Pearl clans, who also ended up both worshiping Dragon types.

This is Manga only, as far as I know.
If you really look very close at every detail about what she says in her own games, she could possibly be from Blackthorn, however.
>she quotes Sinnoh myth, implying she's familiar with japanese mythology
>she mentions how people in her home region walk with pokemon, similar to HGSS.
>Her Champion outfit is partially based on a japanese goddess
>We know she's from a small village in a region far from Unova
There's no strong evidence to lock down Blackthorn, with Iris possibly being from PokéJapan, it makes a fair bit of sense.

Going back to Gen 2, I always got the impression that many Dragon tamers were an insular bunch with strict hierarchy and clan politics. Most everything we've seen since reinforces that idea.
