Kanto starters and Mewtwo+Mew got cut in Legends, which Gamefreak considers an mainline game.
To my knowledge, these are the only mons that have yet to get cut from any mainline games:

I don't care what Gamefreak considers a mainline game, it's not a mainline PAIRED game. They're the most popular and host VGC so Pokemon like Charizard are guaranteed to be in every time.
