Yes, gamefreak is lazy, but that's not the main reason why they removed the national dex. They removed it out of fear of powercreep in their VGC game.
VGC truly ruined pokemon for good

to increase variety
they dont want people to spam incineroar, landorus and shit like this in their game
they want the players to use new pokemon as well as pokemon they never used
this is one of the main reason why the removal of national dex happened

So why not just have seasonal rules, like they already had been doing since 5th gen? No one complained that 2010 was Unova dex only or 2014 was Kalo regional dex only. If anything, those gens were fondly remembered; having odd constraints and being forced to make a team from only the set of Pokemon available makes for a fun challenge. What got people angry was being told they couldn't use their favorites in the single player game either.

You never played VGC, why do you make shit up?
The first year of VGC is NEVER National Dex format, even if you can catch all the pokemon or not.
It's been like this since Gen V at very least (nobody cares about the previous gens VGC). There's no reason to actually remove the National dex when they already have a system that's been working for over a decade.

Which makes OP's claim retarded. Even if it was true, then Gamefreak defeats the purpose by bringing in these fucks day 1. I would be more lenient on this point if all of these mons (Pex, Lando, Urisifu) were saved TILL DLC 2. But they weren't, which makes the argument moot.
