Pretty cool character in the anime. A popular mainstay in Smash. The Pokemon Company just pushed it aside and left it in obscurity even though they could help it grow into one of the iconic popular ones.

This. Around Gen 5 Eevee started to be promoted as the second mascot whereas Jigglypuff and Meowth fell to the sidelines

Clefairy was really popular back in the early years (1996-1997) but it was pushed aside by jigglypuff for no reason whatsoever more than "Oh, its cute"

Clefairy being a popular pokémon is actually proofable, if you check pokémon material back in the day (Aside from the gag manga)
