Rare encounters should be harder to catch. Pokemon has basically two main mechanics, battling and catching, legendaries are the catching final bosses. They should be harder to catch in the same way champions are harder to fight. It makes no sense to give a late game uber's legendary the catchrate of a route 1 bug. It would be the same as walking into the Champion room and having to fight a Youngster with a level 2 Rattata. There should be some barrier to entry to having the best mons in the game so people can't just mindlessly press A and catch God on a pokeball.
