Because more people played the game more recently. I feel like when people realize Bianca actually has a character arc, people will start liking her a lot more. Cheren less so, his arc just kind of fizzles out instead of really going anywhere, at least he has a somewhat logical conclusion in B2W2. Compare that to the one note but fun Nemonia, the one note but okay I guess Penny, and the actually has something going on Arven, and you'll realize the weaker members of the SV cast are girls so they get more of a free pass among the fans and aren't even actually miserable to be around most of the time. Even then the Gen 9 cast is far and away better than hot garbage like every single XY rival, SM Hau, or the SS cast, so recency bias is part of it. Also, Pokemon fans are retards that think Silver's pro wrestling character development is good (the only bad character in GSC, by the way, which is kind of unfortunate), I don't know if I'd really value their opinions too highly.
