They also added new lore that Hisuian Qwilfish never went extinct, it just only lives in cold parts of the world.

The general rule seems to be that if the base evolution is a Hisui form, you can evolve it in Scarlet/Violet (Overqwill, Basculegion, Sneasler, H-Arcanine, H-Zoroark, etc.). If the Hisui form/cross gen evo evolves from a regular form, it can't evolve in Scarlet/Violet (Wyrdeer, Ursaluna, Kleavor, H-Lilligant, H-Typhlosion, etc.)

Although it begs the question why H-Qwilfish and H-Basculin are available in the wild, but not the other Hisui forms. And why Kleavor and Bloodmoon Ursaluna exist in the wild despite Scyther and Ursaring seemingly not being able to evolve into them anymore.

Basculin is like Nidoran tier retarded. For some reason it isn't treated like a regional form and breeds normally without the need for an Everstone. Bulbapedo doesn't label it a regional form because of that.
