Compared to Route 17, that only has twists and turns, with only items to reward you for exploration. Having a dungeon and variable terrain with its own pokemon makes a route interesting, and in some cases like 15 and 16, expanding upon one route with another also helps, and is a trick pokemon has used in other games too.
