Nope, it's the natural evolution and conclusion. Look at Dewgong. What's Dewgong known for? Being a worse Lapras, and for being forgettable. Give Dewgong a regional variant, or special form, then boom, Dewgong will see more use now. It won't just be Lapras-lite anymore.

without a shadow of doubt. disabling dynamax in 8 made the meta passable, whereas if you disabled tera in 9, the meta would still be complete and utter cancer due to unprecedented amounts of power creep on all the new ugly ass mons
