This is literally an asset flip made by a scam studio that hasn't even finished their first game, Craftopia.
It's this dev's whole business model - to scam people.
They took assets from a game that isn't out of early access yet (Craftopia) - and will never be out of early access - and made another early access game out of it (Palworld).
So the actual scam is they con people out of their money on one thing that they didn't (won't) finish, and then reuse assets to con other people again on the next thing (that they likely also won't finish).
This is a company selling you a product but not delivering, then recycling said product onto the next product that they're also selling and likely won't deliver either. They can keep rehashing assets into new early-access half-baked concepts that they can sell, until people get tired of it. It works for now because people are used to the early access model (which isn't a bad thing per se but is prone to abuse as we can see in this case).
In this specific case, the pokemon-slavery-with-guns is also a clever way to meme people out of their money.
