Pichu-can't even catch it for most games and it's only worth getting in Alola and Paldea
Cleffa-outside of the Johto odd egg, it's definitely not worth it, and even then it's not like a Clefairy would be game breaking.
Igglybuff-same as Cleffa except you can get it in Paldea but Jigglypuff is about on par with a Lillipup in terms of brokenness
Togepi-not a crossgen pre-evo but still a babymon. Only really in Johto and Sinnoh, but it's at a pretty appropriate time and Togetic is a suitable reward (in gen 4 at least)
Tyrogue- Only in Johto and Galar, but it's a pretty good reward for just level 20, and the evolution spices it up.
Smoochum- Only really viable in Crystal and USUM and level 30 is a long way to go, but an early ice type, even a frail one, is appreciated.
Elekid- Good in Crystal and White 2. Can pull it's weight a little better. In Alola you basically get it just before it evolves.
Magby- Same as Elekid except in Black 2
