How the board works is that it doesn't put up specific instances of raids, it puts up a listing for ALL raids that meet the specifications. For example, if you see a, say, Steel Tera Blissey raid, it'll attempt to put you in ANY that're available, regardless of if the particular raid that got it put in the board is still open or not.
This isn't a big deal for normal raids because the chances of finding another one with the same exact difficulty level, tera type, and featured mon is pretty low, but for event raid- where EVERY raid will have the same particulars-you just need to keep trying to join over and over until it finds someone searching for allies.
