If you're going to incorporate tools onto the mon rather than making them USE it, either make them look unobtrusive/natural (like the floatation devices on the Buizel line) or go full bio-mech/artificial looking with it (Magnemite line, Duraludon line, etc.). This is just the worst aspects of both approaches melded together and makes me think the artist had an autistic aversion to outright giving the mon something to hold outright.
