It's like how people say Luxray should be Dark because it has X-ray vision, which is an "underhanded tactic". X-ray vision is just a standard superpower with no strong morality tied to it, it's not necessary to portray it as underhanded at all. However those people have a point---Game Freak COULD have made Luxray Dark and if they did so then we would just have listen to Word of God and infer that the designer's intention was that Luxray uses X-ray vision for explicitly underhanded purposes, by implication.
Zoroark is weird cuz it mostly uses illusions for self-protection, but I suppose it's just a tricky deceptive fox in general. Another way of looking at it is an extrapolation of Dark being strong against Psychic. You could read that as Zoroark using its Dark Type power to cloud the viewer's mental perception.
