Legendaries as a concept existed only to be rare and powerful creatures, they were never meant to be gods. They exist as a species in the same way other pokemon do (with few exceptions, and even those exceptions seem to be inconsistent with the exceptions), and were primarily meant to exist as secrets to encourage thorough exploration of the game worlds. Even after box legends got forced story interactions, theyve remained as powerful species, usually with a particular legend tied to them.
All that powerscaling, DBZ, capeshit, "muh creation myth lore" BS is fuckin trash everytime its forced into a preexisting franchise.
