A good example would be something like Hydreigon or Dragapult, which are known to be popular, but require extra material or consideration to produce.
The given list also misses out on a multitude of everlasting Pokemon, ones that always show on popularity polls regardless of time, such as the Lati twins, Scizor, or Suicune -- ones you cant just handwave away as being rigged, given the sheer consistency and lack of unified reason for a mass drive for rigging.
Furthermore, there's more a prioritization for shillmons.. and I dont mean that ironically, but ones that actually have a monetary reason to be shilled, like box legends and base form starters. Not that these aren't necessarily popular in their own right, but definitely not in equal measure like the merch chart seems to indicate.
