It adds a little bit of quirky verisimillitude to the world and it's a good way to introduce little kids to the real world concept of convergent evolution, which is going to become incredibly relevant after disclosure in 2025.

they wanted to make regionals but they also wanted to make their dex look bigger and get brownie points for exploring the concept of convergent evolution, so they just took two of their new regionals and gave them a new dex slot
because apparently in the pokemon world a fox can evolve into a ghost, a fish can evolve into an octopus, but a diglett evolving to become aquatic is too unrealistic

Convergent evolution is when separate species from different genera, families, orders, etc wind up looking and acting very similarly, due to an identical ecological niche promoting the same advantageous evolution.

What we see in Paldea isn't that; it's coincidence.
Toedscool doesn't follow a similar ecological niche, nor is it related genetically (which would be divergent evolution).

What we see in paldea doesn't have a name, but if it did, it would be "Coincidentally superficially similar evolution"

Evolution in real life doesn't work like it does in Pokemon, either, but a kid with any curiosity now has a term they can look into on their own. A -lot- of kids growing up in conservative households had their first exposure to Darwinian evolution through early 2000s articles picking apart Pokemon. Also, franchise for five year olds.

I really think they came up with the concept from the garden eel connection (which is cool and works) but then got stuck and realized that the concept wasn't as easy to execute as as the alola reskins, but wanted to keep wiglett and just slapped in another line to try and make it feel like a real feature
It's not and as fun as wiglett is the whole idea feels really tacked on

That makes sense, but I think that only having two lines explore the concept makes it feel weak. Wiglett also just makes more immediate sense than that pun I think, but I'm not Japanese so who knows
The idea just feels like it wasn't explored all the way, and one of the two lines that does explore it works much better than the other

Having Wiglett does not necessarily mean Diglett needs to be supported or added in future games.
