They make stuff stupidly strong for a generation, then remove it in the next, so that way they don't have to try and repeatedly design something retardedly op every generation to counter or match what was done in the previous. It sucks that it leaves Pokémon neutered, but oftentimes, they're not really missing it. Rayquaza is still great without his mega, dusk mane is still strong without ultra, calyrex shadow rider is still retarded, etc
