These are two different concepts.
It's also worth noting that most Ground types are just Pokemon that live in or around the dirt/mud/sand rather than being literally made of them, whereas most Rock types are actually made of minerals. Compare Sandslash who is just a Pokemon that digs in the ground (Ground type) to Onix who is literally made of rocks (Rock type) and also digs in the ground (also Ground type).
