I'm pretty sure that's the whole point: they support you for a bit and are meant to be a crutch for new players, but you're ultimately intended to ditch them for better Pokemon once they start falling behind in usefulness. Which I hate, because I don't like the idea of creating Pokemon with the intent for them to be disposable.

They're like a crutch that's been cut in half. BW has a really tedious early game in general due to how weak most of the mons are and how shallow their move pools are without the TMs you don't have yet, but the monkeys are even worse somehow. They're meant to help you cover your starter's weakness, but if someone does send out a grass type to counter your Oshawott, you're way better off just switching to Lillipup instead.

Simipour is neat as a design and it is excellent in-game.

Eh, they are serviceable in-game. Especially Grass one is neat because its main STAB attack (Seed Bomb) fits neatly with physical coverage options that all monkeys have at disposal.
Either way, they were created as early-game tool to teach players whose first game was BW about importance of type coverage and they do this job pretty damn well.
