Some Pokemon still need baby forms in order to get them earlier in game play, otherwise certain Pokemon are forever going to be locked away to high levels in towards end of game areas.
Tangela can be one of them, you're never gonna see a Tangela before Gym 1, but a baby mon can definitely help with that.
