Since LGPE is based on Yellow, which is based on the anime, it's almost certainly just a reference to Brock's anime characterization. LGPE also has Brock say that his dream is to be a Pokemon breeder like anime Brock

Along with other references like replacing Misty's Stayu with Psyduck and having the Swimmer trainers in her gym be (or at least be named after) her sisters
