He used to be a philanthropist that used his billions of dollars to improve life for everyone, building hospitals n shit for free, but he lost faith in humanity because everyone would always take and never give anything in return. He'd drop a metric fuckton of money on the people of Kalos only asking that they give a little in return as well so they could all work towards "making the world a more beautiful (better) place" and everyone just took his money and went "is that all?" or "it's no big deal for you because you're loaded" before moving on with their selfish lives, brushing him off. This made him decide humanity as it is isn't worth fighting for anymore, so he created Team Flare, where the only qualification to join was you had to give him $5,000,000. Lysandre's logic was "if they're willing to give up THAT much money for nothing in return other than to be a part of Team Flare, then they just be selfless people". In reality, it just meant that a bunch of asshole rich kids turned Team Flare into an exclusive club that shits on everyone else. Lysandre intended to kill everyone except Team Flare so he could restart humanity with his group of "selfless, like-minded individuals," completely oblivious to the fact they're assholes and the exact kind of people he despised.
