Iron Tail hits hard and is good for coverage but the accuracy is rage-inducing. Secret Power is probably better than headbutt, the chance to flinch isn't that useful unless your Umbreon often finds himself attacking faster than the opponent.
I'd go with Secret Power because Iron Tail always screws me over when I need it the most.
