There is definitely a scrapped feature, we know text for "pkhex-like genning function" was in one of the recent updates, however it doesn't line up with his description of an IV Adjustment NPC. The text was more akin to a custom order Pokemon that you would receive as DLC.

There's really no benefit to having zero in any other stat really. Except maybe a Chansey in HP? Then you could adjust the IVs and EVs until you hit that sweet spot. I dont remember what its for but there used to be some strategy for Chaney and HP math
