Whitley/Rosa is a former Team Plasma grunt, utterly devoted to N and Team Plasma's original beliefs. As such she believes in that "liberating Pokemon" hogwash and doesn't like raising Pokemon, and especially despises the Pokedex, the symbol of those who oppose Team Plasma.
Whitley gets somewhat of a crush on Blake, this ends when she finds out he's an interpol officer who has spent all this time investigating her.
