The previous movie was initially announced for a summer 2020 release (the movies always premiered in July, and had the tagline "summer means Pokemon"), but covid pushed it back half a year to winter 2020 instead. They'd always started working on the next movie shortly after the previous one premiered in theaters, so they obviously didn't start working on one that summer. The winter 2020 movie then didn't perform too hot, probably as a result of both covid and the fact that it was a summer movie premiering in the winter, which clearly made them want to wait a bit before starting a new one. OLM was also having a lot of deadline issues the next few years and was struggling to get shit out on time.
Recent years have had screenings of older movies instead, so it's not like the movies are dead, they're just not new ones.
