Viola outskilled Ash with the icy floor and Surskit being super quick. Also gym leaders have multiple teams so it can be argued Surskit had a ton of experience while Snivy was fresh out of the professor's lab.

It's been a long time since I watched the BW seasons, but didn't something happen with Pikachu prior to the Snivy battle? Wasn't there an encounter with a legend or Team Rocket or something that fucked up Pikachu's powers?

The Zekrom thing... WAS FUCKING RETCONNED BEFORE THE BW ANIME AIRED. It was a planned explanation for why 'Chuu got so weak but TPC decided that it should be cut off and Zekrom should be used in upcoming movie (which was the infamous 2-in-1 bullshit lmao). Sadly, writers had no time to rewrite rest of early BW anime so they still were left with weak ass Pikachu but without their explanation for it.
Unovafags using "B-BUT ZEKROM!" as defense of their anime is just pathetic because it shows that none of you know what you're talking about. Zekrom never happened.

Levels don't exist in the same way in the anime as they do in the games, they're more of a loose suggestion like Legends where the real merits of a Pokemon come down to strategy, the power of friendship and plot contrivance, ESPECIALLY plot contrivance.
And the plot mandated that Ash needed to suck ass, thus, he sucks ass.

Yes, because the plot demanded it in both regards. It's an anime for toddlers, they don't expect anyone to think too hard about this stuff since the kids who were there for Sinnoh/Unova were supposed to outgrow Pokemon, making way for the next batch of toddlers to latch onto the anime for Unova/Kalos.
