Legendary Pokemon are obtainable through normal gameplay. Mythicals require an event, Mystery Gift giveaway, or Event Item to get. Arceus originally required an event-exclusive item (Azure Flute) and was later distributed via Mystery gift for years until Legends: Arceus, so it's a Mythical.

It's supposed to be responsible for creating the world and Pokemon, and in PLA has the power to send the protagonist back in time. What else should it be called if not a god? It might not necessarily be Christianity-style all-powerful all-knowing god, but it's role in the setting's cosmology definitely puts it on par with Greek or Japanese gods.

imo, the classification should be based on its availability during the gen it was introduced. so Arceus, Manaphy, and Meloetta would all still be mythicals regardless of how you can get them now
