I've put a few of those obvious 6 IV Shiny hackmons advertising websites in HOME and they're fine but they'd get flagged if I tried to put them in the GTS. But clean clones can go up no problem, I snagged three Koraidons just the other day that someone was putting out for Galar shitmons. Even some mons that are obviously hacked, like Raging Bolts caught in Cherish Balls, have been up on the GTS for weeks.
I do know that if you try to clone a Pokémon that's already been in HOME it will catch you, because HOME tracks individual Pokémon that have gone through its servers.
