What was the thought process behind making Kalos based on North France only? Surely they aren't saving the vast expanse of nothing that is Southern France for a future region?

They could have just made Lumiose in the center no matter what. Galar did this by flipping the landmass, but placing locations wherever they would make sense narratively.

Galar put "London" as the final destination and because of that it's not a problem to be located in the far end of the map. Flipping it has nothing to do with that.

Instead "Paris" was conceived as a central spot where you enter multiple times as you travel around it. With the convenient broken bridges to force you the other way.

And all I’m saying is that making Kalos extend further South could still work with Lumiose being central because they aren’t stuck to the IRL position of Paris and could have shifted it down to keep it central.

Legit question as someone who isn't a France expert. Does Southern France actually have anything particularly noteworthy besides some resort towns to be Poke'fied? The postgame town already covers a "southern resort town".
