Each retry requires you to start a new game on another cart and catch enough Pokemon to trade. If you have multiple eggs, you can trade up to four at a time.
PoGo's not an option for this one since Manaphy's somehow STILL not in the game after all these years. And TPC would likely deny the shiny since they never *officially* released it. Jirachi's shiny at least had a single distribution in 2014.
