Jirachi through the fossil recreated Primal Groudon how it was originally supposed to be. Even the Primap Orb can only create a corruption of Groudon that is more stable and it's much smaller.
The energy absorbing vines are for his fight against Kyogre and other legendaries. Groudon lost its vines over the aeons.
