You're probably looking at 100-120$ for the UPC containing 16 packs. It's a pretty big price for not a significantly larger amount of packs. It's worth it if you really want the promos and the experience of just getting a bunch of packs at once, but otherwise it's a bit of an upcharge if you calculate the price per pack. Best deal per pack is easily the booster bundle, but those are pretty hard to find at retail.
Also if you're really shopping for sales and don't mind turning to online retail, tiktok apparently has a ton of really good deals. Sounds like they eat the cost for a lot of discounts because they want to keep people on the platform.

There are standard sets, numbered by their generation that are regular releases with sleeved booster packs and booster boxes. (SV01 - Scarlet & Violet, SV02 - Paldea Evolved, etc etc) Then there are "special" sets, exempt from the generation numbering. (SV: 151, SV: Paldean Fates) Special sets are only included in ETBs and special products. They aren't sold as single sleeved packs or in booster boxes.
As for what's worth buying; it's really up to you. Paldean Fates seems pretty cool, but shiny sets don't have a history of strong markets. I personally like to start with one ETB for each set, if not just for the sake of storing my bulk. SV Booster boxes don't really seem worth it to me, since the generous pullrates often mean the even the hardest to pull chase cards are worth less than the box to begin with.
