Kleavor and Ursaluna just need their evo items re-obtainable (and with Ursaluna they might fiddle about with the moon phase requirement) and whilst Wyrdeer can’t use its usual method in SV despite Stantler getting Psyshield Bash, H-Qwilfish also couldn’t evolve using Barb Barrage pre-Indigo Disc patch so we know there’s precedent.
They distributed Qwilfish for Terarium diversity and H-Growlithe since H-Arcanine is so good in VGC, the rest was meant to be drip fed so you’d buy PLA.
