Why would they seal away ancient treasure of evil and then put a map on how to find them at the bottom of Area Zero? For what purpose?

Isn't the whole point of the Treasures of Ruin that they just absorb the sins of Man until they rampage? Sounds like we just quelled it for now but they'll (rightfully) cause more shit in the future.
