It's one of the character customization options for hair.
The author said he had difficulty making Florian and Ortega look distinct cause of their hair, so he asked a bunch of friends and family which of the other preset haircuts would fit best and went with that one.

But default Florian wears a hat so that should be a non-issue. I think he just didn't like the design.
