Not terribly. There is a cutoff amount of stat exp/DVs after which they can no longer be applied (10,000, I want to say?), but in my experience you won't reach or will have just brushed against it by the end of a normal playthrough. >>55241573 is technically correct in that doing it earlier means you'll get those points that much faster.

vitamins add a fixed 2560 (out of 65535) to a pokemon's stat experience, and the square root of stat experience is used to calculate the stat bonus.

you'll see a bigger bonus if you give vitamins to a new pokemon you haven't started training, but the progress you're making towards maxing out its stat experience is exactly the same regardless of how much training you've done.

The drugs take effect all the way to max Stat EXP, so you can use them whenever to get the buff. However
