Ogerpon ended up being more relevant and having a larger story focus than the actual third legendary Terapagos. Felt like the whole DLC was building up Ogerpon's story and Terapagos was just some plot device in Kieran's character arc.

The who thing with Terapagos reeks of cut content. It was teased already in the base came and it's supposed to be the source of the generation's gimmick mechanic so you'd think it be important to the plot, but it ends up being showed in as what seems like an afterthought. I suspect it was originally going to have a bigger role but at some point the writers decided to focus the DLCs more on Kieran's character arc and just had to awkwardly show Terapagos in there somewhere.

older games added a third member to their box legendary duo because there was going to be a third game, or a sequel, or whatever USUM was. they're not doing that anymore.

And also, it's important to note that this is a situation where GameFreak has likely been developing for the next Nintendo platform at least since SV first went gold, they've had to be on full alert with learning the ins and outs of their devkit so they can actually make and release big 10th generation on time for Pokemon's big 30th anniversary.
SV DLC was ALWAYS going to get shafted in this regard for the sake of the 2026 game that'll help push sales for the Switch's successor.

but the only other ones that can actually manipulate time in any real capacity are Dialga and Arceus, actual creator-godmons, as well as celebi, whose only power is time travel
meanwhile terapagos can do it on top of a myriad of other things while every other legendary is limited to one or two notable abilities

Causes Tera Crystals to exist all over the place (this alone has the property to be a high energy source for complicated tech, as well as to react with flora in many different ways)

This. Even in Sword and Shield, the legendaries were a duo and Eternatus was just a boss monster they fought. There really wasn't any sort of thematic connection between them, like with Rayquaza, Giratina, Kyurem, or Zekrom. Even with Necrozma, all the of the legendaries were light creatures. Eternatus was just a thing the dogs beat up. The only relationship Terrapagos has with the Raidons is that it brought them here.

Third versions aren't a thing anymore, so now we have "DLC cover legendaries" like Urshifu, Calyrex, Ogrepon, and Terrapagos.

Zygarde is the personification of the ecosystem, aka the state of many living beings keeping each other in check for the sake of balance so they can all thrive. He only shows up if someone starts posing a serious threat to the ecosystem, by either making too much death or too much life.
